This Internal Review Board Report (19-001) was presented to the public during the August 19, 2019, Borough Council Work Session.
This Task Force was jointly formed by the administration of the Pennsylvania State University and the Borough of State College. Its purpose is to contribute to strengthened relationships between both the Borough and Penn State – University Park police departments and the racial/ethnic minority community (both campus and town) based upon recommended concrete action steps that the task force will develop and advance to the University and the Borough for consideration and appropriate action. Areas of focus will include the recruitment and retention of racial/ethnic minority police officers by both departments, training of police officers with respect to serving a diverse community effectively, communications with the community, and other topics that bear significantly on police/minority community relationships. This final report conveys the findings and recommendations of the Task Force should be advanced for consideration by the University and the Borough.

Annual In-Service Police Training
Each year every police officer in Pennsylvania is required to complete 12 hours of in-service training on various topics selected by the Municipal Police Officer Education & Training Commission (MPOETC). While MPOETC only requires 12 hours of in-service training annually, the State College Police Department requires every police officer to complete 32 hours of in-service training annually. Annual in-service training is conducted in January and February.
Below is a listing of in-service training topics for the past five (5) years that includes both the MPOETC required courses (12 hours) as well as some of the additional courses the State College Police added to the 32-hours of in-service training required of every State College Police officer every year.

Will the Borough release the responding police officer's names?
Since the March 20, 2019, officer-involved shooting death, the State College Borough has been asked on multiple occasions to release the responding police officer’s names. The current practice of the State College Police Department for use of force incidents is to not release the involved officer’s name(s) publicly if the use-of-force is determined to be justified.
This current practice will be reviewed and changes to this practice will be made if deemed appropriate.
