College Heights Association

The College Heights Association was incorporated under the Non-profit Corporation Law of the Commonwealth of Pennsylvania in 1975 to protect and advance the interests of the College Heights neighborhood and its residents.

All persons residing in the College Heights neighborhood are eligible for membership. Annual membership dues of $10 are payable to the College Heights Association for a term of membership from the beginning of September to the end of August of each year. Dues may be mailed to:

The Association holds an annual meeting for the purpose of reviewing actions of the Association over the past year and proposing action for the Association for the coming year.

Additional meetings may be held at other times for discussion of current issues.

Football Weekend Parking

Parking permissions for College Heights residents for home football weekends is required and can either be called in directly to Charley DeBow at (814) 278-4700 or via email at Email is the preferred option but please feel free to call. Please have all requests in by the Thursday before a home football game.

Please email/call with the following information:
  1. Make/Model of the vehicle
  2. Color
  3. License Plate Number and State
  4. Address of where the car will be parked

On-street Parking Permission

To park on College Heights streets, College Heights residents should call 814-954-1019. This number is the College Heights parking permission hotline and must be used by College Heights residents only. Residents should leave a detailed message including the following information:

  1. Name
  2. Phone number
  3. Location (Street and block number)
  4. Date and time for which permission is requested
  5. Vehicle license plate and state
  6. Vehicle make
Assume permission is granted unless the Parking Department calls to say otherwise. Permission may also be requested by emailing the Parking Department at with the above information. All permissions are weather permitting. Streets must be clear in the event of a snow emergency.

All Pennsylvania Vehicle Code violations will be strictly enforced.

Historic Property Designation 

A number of properties contribute to College Heights' designation as one of State College's historic districts. The Historic Resources Commission encourages owners of those properties to recognize those structures with a Historic Plaque.

To determine whether or not your property is on the list of those contributing to the Historic District designation, please contact John Wilson at or call 323-7109. Information about the plaques can be found at the Historic Borough Plaque Program link.

Non-Student Housing Info Listserv

For some time, community members have requested a resource for local non-student residents to exchange Centre Region housing information. Representatives of Penn State, borough staff, and the Coalition now have developed a listserv for such purposes.

Coalition Members’ Role: Our neighborhoods have been invited to try out the listserv in a pilot program by promoting participant sign-up. By populating the listserv in this manner, we will help to identify bugs in the system so that they can be addressed prior to full usage this spring.

Thus, Coalition officers are asked to encourage their members to subscribe to this listserv, whether or not they have a property to rent or sell, or want to find a new home themselves. In so doing, they will test the sign-up system, and also can view postings when they appear, offering feedback on the system. Our members also may forward this message to others.

Approve the confirmation by responding to that email, and you will receive a welcome message with instructions on how to use to the listserv, including adding postings.

Guidelines for Postings: Persons having housing available for sale or rent (for more than three months) are asked to provide the following information via email to

  • Property owner’s name
  • Contact information for both the person listing the property and the person to whom responses should be directed (if different from the person listing the property)
  • Type of listing: sale or rental
  • If a rental listing: whether utilities are included or to be paid by the tenant
  • If a rental listing: the term of the lease
  • Any information regarding the property that will help a potential buyer/tenant determine if the property will suit their needs

The listserv manager will review the information, assure Affirmative Action and other regulatory compliance, and, if appropriate, post it. Because this is a listserv, those joining will see only posts added after they subscribe. Directions for accessing earlier posts are available on the listserv.
