Arrest of Alois Kudlach Media Release, July 15, 2015

Posted to Media Releases:State College Police Department by Communications Coordinator

On August 31, 2015 at around 2230 hours, the State College Police arrested Alois A. Kudlach after obtaining an arrest warrant through District Magisterial Judge Allen W. Sinclair. Alois Kudlach was charged with 1st and 3rd Degree Murder, Aggravated Assault, and Interception, Disclosure or Use of Wire, Electronic or Oral Communications. Alois Kudlach was transported to Centre County Correctional Facility and will be formally arraigned sometime in the morning of September 1, 2015 in front of Common Pleas Judge Jonathan Grine.

Borough Council approved the following consent items:
  • Approve minutes for the following meetings held in May/June:
  • May 4, 2016 Joint Meeting with Planning Commission
  • June 6, 2016 Regular Meeting/Work Session
  • June 20, 2016 Regular Meeting/Work Session
  • Approve vouchers and payroll for the month of June in the amount of $2,841,879.10.
  • Approve the closing of South Allen Street (between College and Beaver Avenues), on Saturday, August 6, 2016, from 6 a.m. to 5 p.m., for the annual Downtown State College Improvement District’s sidewalk sale.
  • Approve the closure of Hetzel Street (between College Avenue and Calder Way), on Friday, September 16, 2016, from 2 p.m. to 7 p.m., for the Pennsylvania State Employee Credit Union’s 502 Fest.
  • Approve the closing of the 200 block of South Allen Street (between Beaver and Foster Avenues), as well as the use of the Allen Street Municipal Lot, on Tuesday, August 30, 2016, from 4 p.m. to 9:30 p.m., for the Borough sponsored LION Bash.
  • Approve the use of the Orchard Park Bicycle Path, from Welch Pool to Blue Course Drive, for the 12th Annual Centre Region Parks & Recreation Youth Triathlon on Saturday, July 23, 2016, from 8 a.m. to 11 a.m. 
  • Approve the closing of various Borough streets (normal PSU 5k route) for the 2016 PSU Homecoming 5k, The Color Run, on Sunday, September 25, 2016, from 4 p.m. to 7 p.m. 
  • Approve the use of various Borough sidewalks on Sunday, October 16, 2016, from 2 p.m. until 4 p.m. for the annual Crop Walk to raise funds to alleviate hunger both locally and worldwide.
  • Approve the closing of a portion of West Prospect Avenue, from South Gill Street to South Barnard Street, for the State College Area School District’s Fall High School Girls’ Home Tennis matches, scheduled on August 22, 29, 30; September 1, 12, 21, 23, 29; and October 11, 2016, from 3 p.m. to 7 p.m.
  • Accept the resignation of Joe Haloua, with regret, from the Transportation Commission, effective immediately. Mr. Haloua is moving outside of the Borough. 
  • Award Phase 1 of a contract to Gannett Fleming, Inc. for a total amount of $69,639 for the purpose of completing a sanitary sewer capacity study within the Calder Way Sanitary Sewer System, and authorize staff to negotiate pricing for Phases 2 and 3 with Gannett Fleming, Inc., since these phases would be less than $25,000.
  • Appoint the following individuals to various Authorities, Boards and Commissions:
  • Tree Commission, (filling an unexpired term) Elaine Schuckers, December 31, 2016
  • Rental Housing Revocation Appeals Board (filling an unexpired term), Todd Price Appointment December 31, 2017

Pay Classification and Compensation Policy 
Ms. Katie Busch, a representative from HR Compensation Consultants, LLC reviewed the results of the Pay Classification Study. Borough Council will continue the discussion on the pay classification and compensation policy at the August 1 meeting.

Projects Report
Mr. Whitfield provided an updated list of projects currently in progress and anticipated.
