2015 and 2018 Consolidated Annual Action Plans: Public Comment and Review of Proposed Amendments

State College Borough Council (Council) will consider the following amendments to the State College Borough Fiscal Year (FY) 2015 and 2018 Consolidated Annual Action Plans regarding the proposed use of Community Development Block Grant (CDBG) Program Funds.

The FY ‘15 CDBG budget has a balance of $32,691.07 that was not previously allocated to an activity. An FY ‘18 CDBG budget balance of $15,556.19 remains from the Calder Way Curb Ramp Replacement project that was completed under budget.  The proposed substantial amendment would allocate these balances to the THF Rental Acquisition/Rehabilitation Program.

Additionally, $45,179.92 in CDBG program income, generated during 2018, must be allocated to CDBG eligible activities; with up to 20% retained for program administration. The proposed substantial amendment would allocate the program income as follows:

$31,752.74      THF Rental Acquisition/Rehabilitation

    4,391.20      First Time Home Buyer Program

    9,035.98      Administration

$45,179.92      Total

The proposed substantial amendment increases the FY ‘18 THF Rental Acquisition/Rehabilitation Program budget by $80,000, from $222,236.25 to $302,236.25, by adding the following: FY’15/$32,691.07, FY’18/$15,556.19 and program income/$31,752.74.

These documents will also be available for inspection during regular business hours at the Planning Dept., Rm. 221, of the Municipal Bldg., 243 S. Allen St. and at Schlow Centre Region Library, 221 S. Allen St., State College, PA, from December 28, 2018, through February 1, 2019.

Comments on the proposed amendments will be accepted during this time. Council will hold a public hearing and later consider taking action on the proposed amendments during its meeting at 7 p.m. on February 4, 2019, in the Municipal Bldg. All interested parties are invited to attend the meeting and comment on the proposed revisions.\
