New Electronics Recycling Law

Act 108 of 2010 (The Covered Device Recycling Act), which bans all covered devices from landfills, becomes effective January 23, 2013. The term covered devices includes desktop computers, monitors, laptops, computer peripherals and televisions. On and after this date, electronics will no longer be accepted as trash.

Residents should bring their covered devices to the Centre County Recycling and Refuse Authority’s Electronic Recycling Drop-Off Location, which is located next to the Transfer Station inside the gate. Please do not leave electronics near the large red recycling drop-off containers located outside of the gate.

The Covered Device Recycling Act (CDRA) requires a manufacturer of covered devices to register each of their brands they wish to sell in Pennsylvania with the Department of Environmental Protection. Under the CDRA, manufacturers must then take responsibility for recycling an equal amount (by weight) of all of the covered devices that they sell in Pennsylvania. In general, this Act requires proper recycling of all covered devices sold in Pennsylvania.

What is the responsibility of State College Borough residents?

On and after January 23, 2013, no person may dispose of a covered device (i.e. electronics) or its components as municipal solid waste. The drop-off location, located at 253 Transfer Road in Bellefonte (near the mall), will remain open to the public to drop off their covered devices during CCRRA's regular operating hours which are Monday through Saturday, 8 a.m. – 4 p.m. Residents should follow signs to the scales and tell the Scale Operator you have a covered device for recycling. The Scale Operator will direct the resident to the recycling drop off location. ALL covered devices from Centre County residents may be dropped off free of charge. Commercial businesses should contact the Centre County Recycling and Refuse Authority for rates.

Other locations accepting covered devices include: Best Buy (888-229-3770), Skills of Central Pennsylvania (238-3245) and Computer Ministry Inc. (571-5000). It is always best to call ahead before dropping off.
