Proclamations
Mayor Goreham issued three proclamations:
- A Proclamation for Bicycle Awareness Month and Bike-to-Work Day,
- A Proclamation for National Association of Letter Carriers Food Drive Day, and
- A Proclamation for Motocycle Safety Awareness Month.

Consent Items
Mr. Hahn made a motion to approve the following consent items, seconded by Mr. Morris:
- Approve the UPUA’s nomination by appointing Chase Englund to serve as the UPUA representative to the State College Borough Council for a one-year period from May 7, 2013 to May 1, 2014.
- Award the 2013 Tree Pruning Contract for blocks A, B, C and D to Dincher and Dincher, the low bidder, in the amount of $29,855.
- Approve the use of Locust Lane, from East College Avenue to Wilson Alley, for the Downtown State College Farmers’ Market to be held every Friday from May 10, 2013 until November 22, 2013, from 9 a.m. to 6 p.m. with the exception of July 12, 2013, which is during the Central PA Festival of the Arts and August 23, 2013, which is during PSU Student Move-In. The August 23, 2013 Farmers’ Market will be held on Heister Street.

2013 Central Pennsylvania Festival of the Arts
Mr. Hahn made a motion, seconded by Mr. Rosenberger to enact an ordinance to designate the area and time period of of the 2013 Central Pennsylvania Festival of the Arts:
- The Arts Festival area shall consist of the area bounded by Hiester Street on the east, College Avenue on the north, South Atherton on the west and East Prospect Avenue on the south, including both sides of each boundary street;
- The time period for the conduct of the Central Pennsylvania Festival of the Arts shall be from 1 a.m., Tuesday, July 9, through 12 p.m., Sunday, July 14, 2013.

2014-2018 Capital Improvement Plan
Staff distributed the 2014-2018 Capital Improvements Plan and proposed the following schedule for review and approval:
- May 6 – Staff will present the CIP and provide an overview
- May 13 – Buildings & Parks and Enterprise Fund
- May 20 – Regional & Other Projects and Information Technology
- June 3 – Public Hearing followed by Streets and Storm Water
- June 10 – Wrap Up and Final Review
- June 17 – Adoption
In advance of the presentation, Mr. Hahn made a motion to receive the proposed Plan, schedule the public hearing for June 3, 2013 and approve the proposed review schedule as presented in the May 6 Council agenda. Mr. Morris seconded the motion, which passed unanimously. |

Proposal to Rezone State College Area School District High School Properties
Council received two separate proposals to rezone the State College Area School District High School Properties (SCAHS) from its current zoning to either all R2 or to a combination of R2 and Public Activities and/or Park. The current zoning includes a combination of Planned Commercial 2 (CP2), Planned Office (PO), R3B Residential, Park (PK), and Public Activities (PA). Mr. Daubert made a motion, seconded by Mr. Hahn to dismiss the proposals until more information is known regarding State College Area School Districts plans for the high school. The basis for such a delay is to ensure that the State College Area School District can complete construction of a new high school on the site if the School District chooses to pursue the option. |

CATA's Proposed 2013-2014 Budget
Council asked questions of Centre Area Transportation Authority's (CATA) representative in advance of providing comments to the Centre Region Council of Governments (COG) Finance Committee on May 16, 2013 regarding CATA's proposed 2013-2014 Budget. Council questioned the use of the Miller Formula in determining the Borough's share of expanded services due to the construction of The Retreat, a new student housing development on CATA's R route. Council deferred any decision on what comments to submit to the COG Finance Committee until May 13 Council meeting. |

Possible Expansion of Exterior Advertising on CATA Buses
Borough Council discussed and provided input to the Borough Manager regarding the possible expansion of exterior advertising on CATA buses from rear only advertising to full advertising bus wraps on no more than four of their 40’ buses on a trial basis for the coming fiscal year. Topics discussed included aesthetics and standards. The Manager facilitated the discussion and will report back to CATA that a majority of Council members would be supportive of increased advertising if aesthetics and advertising standards are addressed accordingly. |
