Facility Plan Review
Annual License
Prior to opening for business, the food facility must be inspected and approved by both the Department of Ordinance Enforcement and Public Health and the Centre Region Code Administration Office. The annual fee for a Health License for Eating Establishment is based on seating capacity and details are available from the Department. Retail food establishments have a different license fee. In addition to the operating license, all food facilities, within 3 months of opening, must have at least one certified sanitation supervisor.
Inspections
The Department of Ordinance Enforcement and Public Health keeps an up to date list of restaurant and food establishment inspection results. The list includes the name of the establishment, the last date of inspection, whether or not the establishment has a certified employee in food sanitation and safety and whether or not the establishement is in compliance with the Borough's ordinances and the PA Food Code.
Certification
Food establishments having a designation of "yes" in the Certification column means that the establishment has a certified employee with the State College Borough Department of Ordinance Enforcement & Public Health that has been trained in food sanitation and safety. An establishment having a designation of "no" in the Certification column means that there is not a current certified sanitation employee with the State College Borough Department of Ordinance Enforcement & Public Health. Sanitation certification is required by Borough ordinance and state law. Restaurants may have up to 90 days to comply with this requirement.
Compliance
Food establishments designated as "yes" under the Compliance column means there were no improper practices or procedures identified as common contributing factors for causing a food borne illness or injury.
Establishments designated as "no" under Compliance means improper practices or procedures were identified as common contributing factors for causing food borne illness or injury. These improper practices or procedures are ordered corrected and the State College Borough Department of Ordinance Enforcement & Public Health will conduct a follow-up inspection to insure that the violations are corrected and brought into compliance. Time for re-inspections vary depending on the nature and severity of the violations.

Complete inspection reports are available at the State College Borough of Department of Ordinance Enforcement & Public Health, 243 South Allen Street, State College, PA 16801, during normal business hours. Please keep in mind that any inspection is a “snapshot” of the day of the inspection. The inspection conducted on a given day may not be representative of the overall, long-term operation of the establishment. Also, at the time of the inspection, violations are noted but may be corrected during the inspection and no further action is necessary.
