Neighborhood Parking
Commuter Permits allow vehicles to park in designated Commuter Zones past the posted one or two-hour time limit. This permit does not allow for overnight parking. Commuter spaces are open to the public and subject to availability. View the Commuter Permit contract (PDF).
Purchase a Permit
To purchase a permit, visit the Parking Portal.
Reserved 24/7 parking permits can be purchased for Barnard Lot for $85 per month and Sparks Lot for $75 per month. Permits are subject to availability and can be purchased on the Parking Portal.
Garages
Pugh Street, Fraser Street, and Beaver Avenue garages are operational 24/7.
Employees
Employees working in downtown may purchase a reduced rate parking permit ($50 per month) for any garage, subject to availability that allows parking only between 4 pm and 4 am.

Residents
Residents may request three nights' exception to the overnight restriction when a guest is staying over or a vehicle has experienced a breakdown. To receive a special exception, you must contact the Parking Department before 11 pm. You must be able to provide the following information:
- Block and street
- Car state, make and color
- Dates of permission
- Name and phone number
- Vehicle license plate

No Parking Zones
Vehicles parked in "No Parking Anytime" areas or in violation of the Pennsylvania Vehicle Code are subject to ticketing and/or towing. Pennsylvania Vehicle Code violations include, but are not limited to:
- No Parking against Traffic
- No Parking in Front of a Driveway
- No Parking on a Crosswalk
- No Parking on the Sidewalk
- No Parking over 12 inches from the Curb
- No Parking within 20 feet of a Crosswalk at an Intersection
- No Parking within 30 feet of a Stop Sign
- No Parking within an Intersection
The streets in these two districts are signed to allow 2-hour parking between 6 am and 6 pm, Monday through Friday. Residents of these districts may purchase a permit to allow their vehicle to remain parked past the two-hour time limit. All residential permits require the purchaser to present proof of vehicle ownership and proof of residence in qualifying property. Proof of residence can be a listing on the Borough's tax rolls or a copy of a signed lease. To apply for a Residential Permit visit the Parking Portal and select Residential Permit Waitlist.

"R" Residential Parking District
The "R" residential parking district includes most streets between Hamilton Avenue and the Easterly/Westerly Parkway corridor, most streets from Gill Street west to the Borough line, and most streets in College Heights west of Atherton Street. The "R-1" residential parking district includes most streets between campus and Hamilton Avenue which are not metered or in the commuter parking district.
