The State College Community Land Trust (SCCLT) provides a new opportunity for home buyers to purchase a home in the Borough. The SCCLT encourages home ownership by "splitting" the cost of a home. The buyer purchases the house itself, while the SCCLT buys the land beneath the house, thereby reducing the overall cost of the home by as much as 30%.
The SCCLT is a private non-profit organization whose goal is to ensure that decent, affordable housing for all. Individuals looking for assistance from the SCCLT must be income qualified. Qualification levels vary depending on family size.
The SCCLT provides a package of assistance which includes home rehabilitation money, closing cost assistance and a subsidy equal to the value of the land for the given property. Applicants do not need to have any down payment or money for closing costs. The need for cash up front to cover these items is usually the biggest hurdle most people face when buying their home. Closing costs alone are normally 3% of the purchase price. The SCCLT clears this hurdle for them and reduces the amount of the mortgage they must obtain.
The HOME Foundation (THF) is a private, nonprofit organization founded in 1988. THF is dedicated to a mission of providing affordable housing options to Centre County families.
As a Community Housing Partnership member, THF is able to assist qualified families with necessary renovations, a "gap" financing subsidy as well as down payment and closing costs. This means a family can buy more house with a lower monthly payment. THF will work with you before, during, and after the purchase of a home to help as a partner in your home buying success.
Qualifying home buyers are offered free home buyer education and budget counseling to help you every step of the way.
Energy Assistance
You may be eligible for the Pennsylvania Low-Income Energy Assistance Program. Homeowners and renters who are income eligible may apply for this program. For more information, call 814-355-7501.

Weatherization
If you are an income-eligible Centre County resident, you may be eligible for no-cost weatherization for your house. This would include weatherstripping, caulking, attic insulation, etc. Referrals for this work can be made by calling Centre County Community Action's Weatherization/Energy program at 814-355-7501. To receive this service you must fall within the income limits established by the Pennsylvania Department of Community and Economic Development.
Home Care for the Disabled and Sick
Home care services (nursing, physical therapy, hospice care and household tasks) are available to residents. Financial coverage varies, but major medical insurance programs and Medicare are usually accepted. Each agency has their own services and financial qualification system and should be contacted individually for specific information.
