Affordable Rentals 

Below you will find resources provided by the Office of Adult Services related to affordable housing in the State College area.

Inclusionary Housing Program

Affordable rental units are established by the State College Borough Zoning Ordinance. Applicants who meet the eligibility standards pay 30% of their monthly income as rent. Unit sizes range from Studio to 5-bedroom.  

To start an application, reach out to either The Standard or The Rise (you can apply for both), and you will fill out and send the application to the respective building. The Borough then verifies the information and does the rent calculation (the Borough does not handle leasing), and the rent is calculated to be 1/3 of your monthly income. The application verification and rent calculation can take between 2-6 weeks, realistically. Kemmerer Road Apartments

Located in State College Borough near Easterly Parkway Elementary, this nine-unit apartment complex offers one one-bedroom and four three-bedroom apartments at affordable rates through Housing Transitions, Inc (HTI). Bellaire Court Apartments

Located in the State College Borough, this rental community contains 18 one-bedroom apartments. One of the apartments has been made accessible to individuals who use a wheelchair. Residents must be age 60 or older and able to live independently.

Income eligible residents, former residents, and relatives of a resident of Centre and adjacent counties are eligible for an apartment at Bellaire Court. Residents of State College Borough and parents of Borough residents receive priority on the waiting list for apartments.

Housing Choice Vouchers (Section 8) are accepted. Tenants pay 30% of their monthly income as rent. There currently is a waiting list for apartments, but a Bellaire Court Application (PDF) may be filed at any time.
