New Zoning Ordinance

The Borough of State College, with support from national urban planning and land use consulting firm Clarion Associates, is developing a New Comprehensive Zoning Ordinance and a Subdivision and Land Development Ordinance (SALDO) to better implement the Borough’s planning policies and priorities.  

Borough Planning Commission (see: Planning Commission Review) and Borough Council have both concluded their reviews of the initial draft zoning ordinance and provided recommendations for revisions. As of June 1, 2026, a revised Zoning Ordinance and SALDO are now available for public review and comment. The Zoning Ordinance and SALDO are both undergoing their reviews on such timelines as will allow them to be adopted concurrently.
