Pool and Spa Water Discharge

UPDATE: State Regulations for Discharging Pools and Spas

The Pennsylvania Department of Environmental Protection no longer allows Borough residents to discharge dechlorinated swimming pools or spa tubs into the storm drain system. (Residents could discharge before if they dechlorinated their pools. Now, they cannot discharge at all). Doing so may conflict with the Borough’s MS4 permit.  

What is MS4? 

The Borough has a Municipal Separate Storm Sewer System (MS4). Anything that enters the storm drain system discharges into Spring Creek. untreated. The discharge of pool water into any waters of the Commonwealth is a violation of the Clean Water Act, penalizable by fine. This permit is under regulation of the Federal National Pollution Discharge Elimination System (NPDES) program . 

HOW TO PROPERLY DISCHARGE

  • With municipal permission only, pool and spa water may be discharged into the sanitary sewer system
  • If lowering the pool water level, let the water drain onto your lawn to prevent storm water runoff from your property
  • If a sanitary sewer is not available, water can be used for irrigation if it does not generate stormwater runoff

The Borough's Public Works Department regulates stormwater in accordance with the Borough's Stormwater Management Ordinance. This ordinance prohibits the discharge of anything but stormwater into the storm drain system. It is critical to receive permission before discharging.
