The Neighborhood Enforcement Alcohol Team (NEAT) program, piloted in 2010, involves State College police officers permanently assigned to the Highlands and Holmes Foster neighborhoods on Thursday, Friday, and Saturday nights to focus on quality of life and nuisance crimes such as:
- Criminal mischief
- Furnishing alcohol to minors
- Noise
- Open container violations
- Public drunkenness
- Public urination
- Underage drinking
Purpose of NEAT
NEAT is designed as a highly visible, proactive, assertive, and consistent enforcement program in an effort to improve the quality of life and address the unique calls resulting from the mixture of student and permanent resident occupancy of neighborhoods.. NEAT also conducts pre-party contacts during the early evening hours and works in conjunction with our community relations unit on any projects that could foster better town-gown relations in those neighborhoods.
