Town Hall Meeting Notes for 04/02/2021

Below are the notes from Friday's Virtual Town Hall meeting: 


COVID testing and vaccine updates:

-        the state is working to get a greater number of pharmacies and other locations involved as the production of vaccines increases (see the following for more details: https://www.statecollegepa.us/660/Public-Health-Safety-News

-        here in SC vaccines are available at Wegmans, Weis, CVS (along with CVIM, Mt. Nittany)

-        Free COVID testing 10 am-7 pm Tuesday - Saturday at Patton Township Municipal Building https://centrecountypa.gov/2225/COVID-19-Testing-Site

COVID restrictions updates. Starting April 4th:  

-        all retail businesses can increase occupancy to 75% (this includes malls, amusement parks, entertainment facilities)

-        gyms and fitness centers should still prioritize outdoor workouts but can increase to 75% occupancy

-        personal services (spa, hair salon, tattoo parlors) still encouraged to operate by appointment but are allowed to take walk-ins

-        restaurants can operate at 50%, and if they self-certify can operate at 75% (but will likely still not get much beyond 50% because 6-ft distance between tables still required)

-        bars and nightclubs can operate at 50% occupancy; bar service will be allowed, but all patrons must be seated

-        for all above must still adhere to physical distancing and masking

Local COVID emergency ordinance remains in effect 

-        masks are required if closer than 6ft to someone outside of your household

-        no gatherings greater than 10 people at private residences

-        current expiration date for the ordinance is May 31 (on April 13 the Board of Health will discuss whether any modifications or extensions to the ordinance are appropriate; those recommendations will then go to Borough Council for discussion and vote at May 3 council meeting)

-        if you see any violations please call non-emergency police number 234-7150

Local taxes still due April 15 (state and federal taxes extended to May 17, 2021)

Be on the lookout for announcements in the next week about (1) a new round of RDA Small Business Loans for businesses and nonprofits in the State College borough (2) additional mortgage and utility support for homeowners in the borough who have been impacted by COVID. First-floor lobby of municipal building now open (borough offices remain closed to the public except by appointment)

upcoming Borough Council meetings highlights

-        April 5 meeting: introduction of short-term rental license ordinance, discussion, and voting on zoning amendment for 318 S Atherton (for Out of the Cold), an extension of the deadline to South Field Lighting Agreement

-        April 19 meeting: Action on short-term rental license ordinance and civil service regulation amendment, discussion of Use of Force Report from 2020, update on Whitehall Road Regional 

-        April 23 (at noon): Work session on the Citizen Oversight Board

-        May 3 meeting: discussion of COVID-19 emergency ordinance (action will need to occur by May 10); they will receive a recommendation by the planning commission on Autoport Inclusionary Housing Zoning Code Amendment
