The Borough of State College Parking Department will be lifting the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions beginning at noon Friday, November 7. Event rates will be in effect at all meters, lots and garages beginning at 6:00 p.m. Friday through 6:00 p.m. Sunday. All restrictions will go back into place at 2:00 a.m. on Monday, November 10. Lawn parking will not be permitted.

Upcoming Parking Changes from Nov. 7-10

The Borough of State College Parking Department will be lifting the “No Parking 2 a.m. to 6 a.m.” and the one- and two-hour restrictions beginning at noon Friday, November 7. Event rates will be in effect at all meters, lots and garages beginning at 6:00 p.m. Friday through 6:00 p.m. Sunday. All restrictions will go back into place at 2:00 a.m. on Monday, November 10. Lawn parking will not be permitted.

Please note that Pennsylvania Vehicle Code Violations will be strictly enforced:

  • No Parking on the Sidewalk⁠
  • No Parking within an Intersection⁠
  • No Parking on a Crosswalk⁠
  • No Parking within 20 feet of Crosswalk at an Intersection⁠
  • No Parking 30 feet of a Stop Sign⁠
  • No Parking over 12 inches from the Curb⁠
  • No Parking against Traffic⁠
  • No Parking in Front of Driveway⁠
  • No Parking Anytime⁠

Cars in violation of any of the above violations will be subject to ticketing and towing. ⁠All other non-PA Vehicle Code Violations will be strictly enforced as well. Parking meters on-street and parking lots are enforced from 10 a.m. until 10 p.m.

Upcoming Travel Restrictions on Oneida Street Between Westerly Parkway and Waupelani Drive

On Wednesday, November 12, Asplundh Tree LLC will be occupying Oneida Street between Westerly Parkway and Waupelani Drive for tree trimming and removal. Work will take place from 7:30 a.m. to 5:00 p.m. and will cause one travel lane to be closed. Motorists and pedestrians are advised to use caution when traveling near work areas. Joseph Merrill Selected as the Next Chief of Police for the State College Police Department


State College, Pa.-- The Borough of State College has selected Joseph Merrill to be the next Chief of Police for the State College Police Department. The process to select a new chief began in February after the announcement of Chief John Gardner’s retirement at the end of 2025.


“The Borough of State College is looking forward to welcoming Joe Merrill to the State College Police Department,” said Borough Manager Tom Fountaine. “Chief Merrill brings an excellent background and a record of leadership to the State College Police Department. During his career with the Altoona Police Department, he has held various roles, including serving as Interim Altoona City Manager. As a State College native, he also has good knowledge and understanding of the community. I am confident that he will be a strong leader for the State College Police Department.”


Merrill is currently the Chief of Police for the City of Altoona, where he has held this title since March 2021.


“I am extremely grateful to be selected as the next Chief of the State College Police Department,” said Joseph Merrill. “It has been an honor and a privilege to work side by side with the men and women of the Altoona Police Department for the last 20 years. However, I look forward to this next chapter of my career. I am excited for the opportunity to raise my children and serve in the community I still consider home.”


Merrill is set to be sworn in as the State College Police Department’s Chief of Police on January 5, 2026.
