Local COVD-19 Update: June 2021

Effective immediately, the Borough of State College’s COVID-19 Emergency Ordinance (2156) has been repealed and is no longer in effect.  This action occurred once the Department of Health’s Emergency Declaration was rescinded through PA General Assembly’s House Resolution No. 106 and the Pennsylvania 2021 primary election results were certified.

Local COVD-19 Update: May 2021

On Friday, May 21, 2021, The State College Borough Council voted to align the local COVID-19 Mitigation Ordinance to reflect the changes by the Pennslyvania Department of Health (DOH) and guidance by the Centers for Disease Control (CDC). This change allows fully Vaccinated persons to forego wearing face coverings in most situations, except in healthcare settings, homeless shelters, prisons, and while riding on public transportation, or commercial carriers. Please note that masks are required in the State College Municipal Building and other facilities. 

Changes to the local COVID-19 Ordinance include: 

  • Masking outdoors and indoors – follow the CDC and PADOH masking requirements 
  • Repealed the requirement to wear masks waiting in lines to enter local businesses/restaurants/bars
  • Increased the limitations on gathering size outdoors from 25 to 100 persons
  • Increased the current indoor gathering size limit at residences from 25 to 50 persons
  • Increased current gathering size limit at Borough parks and properties from 50 to 100 persons

Local COVD-19 Update: May 2021

On March 16, 2021, the PA Department of Health (DOH) amended the commonwealth’s mask order by adding language directing to the Centers for Disease Control’s (CDC) guidance for fully vaccinated people allowing for no face coverings. That means that today’s CDC guidelines automatically go into effect in Pennsylvania. On May 13, 2021, the CDC provided guidance that fully vaccinated individuals can resume activities that they did prior to the pandemic without wearing a mask or physically distancing.  In the complete Interim Public Health Recommendations for Fully Vaccinated People | CDC, it states that : 

  • May 13, 2021, CDC Update: Fully vaccinated people no longer need to wear a mask or physically distance in any setting, except where required by federal, state, local, tribal, or territorial laws, rules, and regulations, including local business and workplace guidance.
  • Fully vaccinated people should also continue to wear well-fitted masks in correctional facilities and homeless shelters.
  • Fully vaccinated travelers are required to wear a mask on all planes, buses, trains, and other forms of public transportation traveling into, within, or out of the United States and in U.S. transportation hubs such as airports and stations. 

The Borough of State College's Ordinance is still in effect that all persons vaccinated or unvaccinated must wear a face covering while indoors. With only an average of 50% persons vaccinated, and the fact that vaccination cards have been duplicated and sold online, the only way to keep the community safe from the COVID 19 virus is to continue requiring masking of all persons indoors.  The PA Governor and DOH have made a statement that masking will be necessary until 70% of the population of Pennsylvania is vaccinated.  

The masking order for indoors will remain in place locally until the local ordinance expires, or the DOH or the Centre Region Council of Governments rescinds the pandemic emergency declaration.
