Downtown State College Improvement District Reauthorization Plan

Message from DSCID Executive Director

CORRECTION: PUBLIC HEARING DATE CHANGE - FRIDAY, OCTOBER 29 AT NOON

The Downtown State College Improvement District (DSCID) is in the process of renewing as a Neighborhood Improvement District (NID). The DSCID formed in 2002, was renewed in 2007 for a 15-year term. We are once again at the point of voting to renew or to allow the District to sunset on December 31, 2021. I ask you to consider speaking in support of the DSCID renewal at the October 4th Borough Council meeting. 

 

I want to personally reach out and share how proud I am of this organization and what we have accomplished together. The 3 1/2 years I have been with the DSCID has been truly rewarding in both getting to know you, your businesses, and identifying ways we can collectively improve our wonderful downtown. 

 

We established, reimagined, and evolved many beloved annual and one-time events. We worked together to offer customer service initiatives like the Downtown Gift Card and Merchant Validated Parking Programs. During the pandemic, we generated critical downtown revenue by creating the BOGO Gift Card Promotion that produced close to $100,000 in sales. This organization continues to be a partner with the Borough and Penn State as well and is an informational resource for larger and smaller projects that happen within our boundaries.

 

I am energized by what this organization has created with the Calder WalkWay Lighting Experience and looking forward to more placemaking projects in the years to come.

 

The DSCID efforts to support the business community with a focus on beautification, programming, and event facilitation, make a direct impact on our community. We can't forget our Clean Team, who do the dirty work every day to enhance our town's appearance.
