The Downtown Master Plan outlines five themes for improving Downtown State College: Marketing the District, Connecting the District, Navigating the District, Living in the District and Managing the District. These themes range from recommendations for marketing and special activities to streetscape and traffic improvements to future development models and partnerships.
The Master Plan provides a framework to guide growth and change in our community. Change will, indeed, happen in downtown and this Plan will enable our community to guide that change rather than simply react to it. Additionally, having this Plan will help increase the tax base and encourage private sector investment, help sustain existing businesses and expand the diversity of options, protect adjacent neighborhoods with well-placed downtown housing options, and identify potential stakeholders and partnerships for implementing change in our community.
What comes next?
Now that the Plan has been adopted, the Executive Committee will begin to explore ways to incorporate recommendations from the Plan into budgets, work programs and other policies and initiatives. The first step will be to use the Plan's Strategy Board to asses each of the partnering organizations' capacities to implement various recommendations. Additionally, there may be working groups or committees set up to bring community partners together to discuss how to implement various recommendations.
