Neighborhood Plan
A Plan for Neighborhood Sustainability in the Borough
Throughout 2013, the State College Borough Planning Commission worked with neighborhood residents and planning staff to prepare a Plan for the Borough’s Neighborhoods. The Commission’s goal was to prepare a plan that considers both the individual needs and characteristics of each neighborhood, while also considering the neighborhoods’ commonalities and relationships to one another.
The Plan was adopted by Borough Council on July 21, 2014. The Planning Commission is now working to develop an Implementation Program, e a comprehensive source of information on activities that are taking place to achieve the Plan's goals. Check out the draft Program here.

The Commission held meetings with each neighborhood during 2013 to evaluate neighborhoods’ strengths, weaknesses, opportunities and threats and future planning priorities. The Commission then followed up on this information in a series of focus group meetings to get residents' ideas. Preparation of the neighborhood plans was a Planning Commission activity. The Planning Commission's goal was to have broad-based input from residents. The Planning Commission and staff worked with the neighborhood associations to communicate with residents about planning activities, but the planning process was not a neighborhood association activity.
