State College Municipal Building

The Borough of State College's Sustainability Projects Coordinator and Facilities Foreman reviewed the building and completed the LEED v4 Operations & Maintenance: Existing Buildings Project Checklist in February of 2015.

 Based upon their expertise the State College Municipal Building meets Leadership in Energy and Environmental Design (LEED) O&M Gold Standards with 70 out of 110 possible points.

State College Service Facility

State College Borough completed the construction of a new service facility in 2015. Based upon input from the public and design charrettes, an environmentally conscious construction came to the forefront. In adopting Resolution 944, Borough Council committed to constructing all new municipal buildings to meet LEED Silver certification requirements at minimum. Council appointed a citizen advisory committee to act as liaison to staff and the design team. The new service facility would meet LEED New Construction Gold Standard with 60 points if it were possible to obtain certification via the program. The project was for an entire campus of buildings, many of which cannot be scored in the LEED system. Every effort was made to make this a sustainable construction project given the costs of the project and the constraints of the site.

Facility Energy Audits

Beaver Garage Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Borough Beaver Avenue Parking Garage. Recommended Energy Conservation Measures (ECMs) included: installation of occupancy sensors, retrofitting existing 400-watt HID fixtures to 120-watt induction lighting, installation of 6 inches of polyurethane foam insulation on restroom and storage room ceilings, installation of induction parking lot lights on the upper deck, and the installation of variable frequency drives.  In 2017, the elevators in the garage were replaced with Otis Gen II elevators with regenerative braking systems, reducing the energy demands of the elevators.

Fraser Garage Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Borough Fraser Street Parking Garage. Recommended Energy Conservation Measures (ECMs) included: installation of occupancy sensors, retrofitting existing 400-watt HID fixtures with 120-watt induction lighting, replacement of 32-watt fluorescent lamps with 28-watt lamps, installation of induction parking lot lights on the upper deck of the garage and the replacement of outside 175 wall packs to 26-watt LED wall packs. In 2016, the hydraulic elevators were replaced with Otis Gen II elevators with regenerative braking systems.  This elevator drive system is much more energy efficient than hydraulic elevators.  In 2014, stairwell lights were replaced with 26-watt LED fixtures, 75-watt HID deck lights were replaced with daylight harvesting 43-watt LED fixtures with occupancy sensors.  Light levels in the garage automatically reduce to 10% when unoccupied.  400-watt roof lights were replaced with 120-watt LED fixtures, also with daylight harvesting and occupancy sensor features.  Following the initial commissioning of the system, energy levels showed a 56% reduction in energy consumed by the lighting system.

Bellaire Court Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Bellaire Court. Recommended Energy Conservation Measures (ECMs) included: replacement of 175-watt Outdoor HPS lights with 26-watt LED wall packs, air sealing with silicone acrylic latex caulking and minimal expanding foam, installation of ventilation fans in storage areas, replacement of exit signs with LED models and the replacement of the water heater.  175-watt outdoor fixtures were replaced with 26-watt LED wall packs.  All 75-watt porch lights were replaced with 13-watt LED units.  Air sealing, ventilation fans and exit signs were replaced as recommended.  In addition, all electric resistance baseboard heaters were replaced with more energy efficient electric-hydronic fixtures with programmable thermostats.

Schlow Library Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the Schlow Centre Region Library. Recommended Energy Conservation Measures (ECMs) included: installation of variable frequency drives on pumps, installation of occupancy sensors, replacement of parking garage lights, replacement of 32-watt bulbs with 28-watt bulbs and the use of smart strip plug outlets.  HID parking lot lights were replaced with induction fixtures.  Schlow performed a thermal envelope assessment and independent energy audit in 2016.  As a result of that report, additional building insulation, caulking and pipe insulation were installed in the 2016-17 winter.  Schlow performed a broader facility assessment in 2017 to establish a plan for building efficiency projects moving forward.

Service Garage Energy Audit

On November 5, 2012, Premier Power Solutions, LLC (PPS) performed an energy audit and conditions assessment of the State College Borough Service Garage. Recommended Energy Conservation Measures (ECMs) included: installation of a waste oil furnace, installation of occupancy sensors, replacement of 400-watt HID lighting with high bay T-5 lighting, replacement of outside wall packs and the use of smart strip plug outlets.  In 2017, all high bay and interior wall lights in the mechanics garage and wash bay were replaced with high-efficiency LED fixtures, dramatically improving light levels and reducing energy consumption.
