The Community Development and Housing Department administers federal funding programs such as the Community Development Block Grant (CDBG) and the HOME Investment Partnerships program. The mission s of the Community Development and Housing Department is to preserve and enhance the quality of life for the community's residents, visitors and businesses by equitably and effectively administering CDBG and HOME funds.

The goal of the Department is to develop a viable urban community by providing decent housing and suitable living environments and expanding economic opportunities principally for persons of low and moderate income. To achieve this goal, the following services are provided and publications developed and made available.

In addition to services offered through the municipality, the Borough works with many local non-profit organizations, which provide for those in need through housing assistance and shelter programs.
