In 1973, the residents of State College adopted a
Home Rule Charter, which provides for a Council/Manager/Mayor form of government.
Borough Council
Under the Charter, there is a 7-member Council, elected at large, for 4-year, overlapping terms. Council sets policy and has ultimate responsibility for the municipal government. Members of Council work on a part-time basis, without compensation.
Regular Council meetings are held at 7:30 p.m. on the first and third Mondays of each month, in Room 304 of the State College Municipal Building at 243 South Allen Street.
Mayor
The Mayor is also elected at large for a 4-year term. The Mayor presides at Council meetings, represents the Borough in the community, and acts as an ombudsman in a number of areas. The Mayor's position is part-time.

Government Management
The day-to-day operation of the Borough is the responsibility of a professional Manager, appointed by Council. Thomas J. Fountaine, II, the Manager, is responsible for overseeing all of the operating departments, including Police, Administration, Finance, Health, Planning and Public Works.
The Borough of State College cooperates with other regional municipalities in the COG (Centre Region Council of Governments) to fund park maintenance and recreation services, building inspection services, regional planning, the Schlow Centre Region Library, volunteer fire services, and mass transportation.
