Community Resource Fair & Fall Festival

Saturday, October 2 from 10:00 am to 3:00 pm featuring the Community Resource Fair, Annual Chili Cook-off, America’s Day for Kids, and the Best of Happy Valley Desserts.

The Annual Fall Festival is a fun-filled day featuring the Annual Chili Cook-off (starting at 11 a.m.) and the Best of Happy Valley Desserts Competition. We'll also be celebrating America's Day for Kids with lots of free, kid-focused activities.  Come down to Allen Street and Sidney Friedman Park (formerly Central Parklet) to join in the fun!  For additional information on the Festival contact the Downtown State College Improvement District at (814) 238-7004.

Come to the Community Resource Fair in the Municipal Building from 10:00 am to 3:00 pm and find over 30 exhibitors.  Residents and newcomers to the area may gather information on housing, healthcare, emergency services, recreation and educational opportunities.  For additional information on the Community Resource Fair contact the Community Diversity Group at (814) 863-5071.


Wanted: Adults to Participate in Pen Pal Program with Local Youth
PenPals Wanted

The Retired Senior Volunteer Program (RSVP) Pen Pal Program is a once-a-month letter exchange created to be a mentor experience and creative outlet for elementary aged students in the Bald Eagle Area School District.  It has also proved to be a helpful tool for the students to hone their reading, writing and social skills. The Program ends with a Meet and Greet at the school(s) in May.

The Program started 9 years ago in one classroom at the Port Matilda Elementary School and has grown to include all four elementary schools in the Bald Eagle Area School District (K-6th grade at Port Matilda, Howard and Mountaintop and K-5th grade at Wingate Elementary).

Nearly 900 elementary school students and more than 400 Centre County residents will participate this coming school year!

Many new pen pals have been recruited, but in order to provide a pen pal for every eligible student, we are in need of approximately 100 more committed adult correspondents.  If you are 18 or over and would like to make a difference in a child’s life by sharing your life experiences through monthly correspondence, please contact the RSVP Office at (814) 355-6816 or email Andrea Puzycki today to enroll as an RSVP Pen Pal.


Leaves are Falling

Yes it is that time of the year to wipe the dust off those leaf blowers, lawn rakes, and tidy up the lawn.  Fall leaf collection will begin September 27 and continue through December 10.  Public Works crews will collect leaves once each week throughout the Borough until collection ends.  Click here for details and the leaf collection schedule.


Public Works Projects Update

Fairmount Avenue Reconstruction:  Construction work is winding down on Fairmount Avenue with only the paving that remains to be completed within the next two weeks. HRI, Inc. is the contractor and has worked diligently to complete this project as quickly as possible. The project included the installation of a new waterline and sewer line, which means there were also new laterals to each of the properties along the two blocks between Fraser and Atherton Streets.  After the utility work, the contractor installed new curb along both sides of the street and installed new handicapped ramps at each of the intersections. 

Burrowes/Hillcrest Rain Garden:  Borough crews are installing curb and a "hammerhead" cul-de-sac at the intersection of North Burrowes Street and Hillcrest Avenue. This intersection was closed many years ago as part of the traffic mitigation plan for cut-through traffic along North Allen Street. This work provides an opportunity to create a rain garden. The Borough's Engineering Department is working on a design to capture some of the stormwater and allow it to infiltrate down into the soil instead of running over the street and into the storm sewer system.  During construction it was discovered that a gas line is in the way of the work and only 8" deep.  Staff is working with Columbia Gas to get the line relocated and deeper, before the Borough Crew can finish the work.

Calder Way Storm Sewer Rehabilitation:  Because the storm sewer pipe in Calder Way was showing significant signs of wear and tear, it was necessary to rehabilitate the pipe before it failed. The rehabilitation process included spraying a cement-type coating over the asphalt lining of the pipe. The contractor discovered that the cement-type coating, which is warm when applied, was heating up the asphalt lining and drawing out the oils that are commonly found in it. The oils were keeping the cement coating from adhering to the pipe. Engineering staff dug through archived projects to provide information about the pipe that was originally installed and the contractor used this information to research ways to solve the dilemma. The solution was coating the pipe with an epoxy material before the cement coating sealed in the oils, allowing the coating to stick. This problem delayed the contractor from completing the work before the students returned, but they continue to work diligently to complete the work as quickly as possible.

Street & Alley Resurfacing:  Borough crews replaced curb along several streets that were slated for resurfacing this summer. Crews completed the work ahead of the contractor on East and West Doris Avenue and on East and West South Hills Avenue. The alleys that were resurfaced include:
