Administration
The Administration Department directs all of the departments within the Borough and directly manages the Offices of Finance and Tax Services, Human Resources, Information Technology, Community Engagement and Purchasing and Risk Assessment.

Community Development & Housing Programs
the Community Development and Housing Department administers federal funding programs such as the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program, the Borough’s First-Time Homebuyer (FTHB), and fair housing enforcement

Health & Neighborhood Services

Parking
The Parking Department maintains over 1,600 parking spaces in the downtown to serve a wide variety of parking needs. We provide a valuable service to shoppers, diners, movie-goers, visitors and employees of downtown businesses and the Penn State campus.

Planning & Zoning
The Planning Department is responsible for all matters pertaining to planning and zoning inside the Borough. Additionally, the Planning Department, manages the Community Development and Housing Department, which administers federal funding programs such as the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program, the Borough’s First-Time Homebuyer (FTHB), and fair housing enforcement

Police
The Police Department is a full service police agency that is responsible for patrolling the community, responding to calls from citizens, and investigating and enforcing criminal and traffic laws of the Commonwealth and Borough and Township ordinances. In addition to policing the Borough of State College, the police department provides police services to College Township and Harris Township.

Public Works
The Public Works Department provides services such as engineering and construction management, refuse collection, sanitary sewer conveyance, storm water management, street trees, fleet maintenance, parkland maintenance, maintenance of municipal buildings and facilities, and street maintenance. Street maintenance includes pavement maintenance, street sweeping, snow and ice removal, signs and traffic markings, and traffic signals. It is oversees the sidewalk inspection program and ensures property owners keep public sidewalks in good repair.
