Experience
The Manager, Thomas J. Fountaine II, has more than 46 years of local government management experience. Since 2003, Mr. Fountaine has served as the State College Borough Manager. He is responsible for overseeing all of the operating department, including;
- Administration
- Parking
- Planning
- Police
- Public Works
Mr. Fountaine is heavily involved in professional organizations, including the International City/County Management Association, Alliance for Innovation, International Town-Gown Association, Pennsylvania Municipal League, and the National League of Cities. He also serves as the Borough's representative on the PennPRIME Insurance Board. Mr. Fountaine has a Bachelor of Science in Public Administration from Indiana University and has also worked as an adjunct professor at Mount Aloysius College in the Public Administration Department. About Roger A. Dunlap Jr., Assistant Borough Manager & Chief Financial Officer
Roger A. Dunlap Jr. joined the Borough in 2007 and brings 30 years of experience in Pennsylvania local government management and leadership. In his role as Chief Financial Officer, Mr. Dunlap leads the Borough's financial planning and budgeting and is responsible for managing the affairs of the Divisions of Financial Services, Tax Services, Information Technology, and Purchasing and Risk Management. He also provides local management support to the Borough Manager. Mr. Dunlap has a BS in Public Administration from Slippery Rock University and a MPS in the Psychology of Leadership from Penn State University.
