On-Street Meters

The two-hour time limit pilot will start a new phase on August 1, 2026. Please be advised that the ordinance prohibiting longer than allowed limits is still in place. Parking on street is limited to a two-hour maximum from 10 a.m. to 6 p.m. and a four-hour maximum from 6 to 10 p.m. Monday through Friday. There will be a five-hour limit on Saturdays. Payment is required 10 a.m. to 10 p.m. Monday through Saturday. Metered parking is free on Sundays.

Special Event Rates in Neighborhoods for 2026 PSU Football Season

  • All parkers in the designated zones of Holmes-Foster, the Highlands, and College Heights will be required to purchase a session set at $25 per day at any time the Borough parking platforms are in "Special Event Rate Pricing" for a full 24-hour period. This includes all Penn State home football Saturdays. Additional dates may be added under the discretion of Borough Council. 
  • Parkers may alternatively purchase a weekend pass for $50 to cover the period of 2 a.m. Saturday through 6 a.m. Sunday
  • All sessions must be self-initiated through a digital payment platform, akin to a metered session.

Restrictions and Violations

  •  At any time the Borough parking facilities are in "Special Event Rate Pricing," the “No Parking 2 to 6 a.m.” and all other time restriction ordinances on neighborhood streets located in Holmes-Foster, College Heights, and the Highlands shall remain in effect, unless payment for street parking is made. 
  • In accordance with 11-304, all “Parking Prohibited in Certain Locations” will remain as such. 
  • General parking permissions will remain in line with the current Parking Department Permission Policy; however, overnight permissions will not be granted without the Parking Director's, or their designee's, approval and discretion. 
  • Commuter zones will remain as ordained, with exception. Parking permits assigned to the Beaver, Pugh, and Fraser Garages and McAllister Deck will be authorized to utilize commuter zones on event Saturdays during Penn State football games. Arts Fest Exhibitors with valid permits will be authorized to park overnight in the permitted “exhibitor zones” between Thursday and Sunday during the Central Pennsylvania Festival of the Arts. Commuter permits will remain valid in residential zones from 6 to 2 a.m. during the week of the Central Pennsylvania Festival of the Arts. 
  • The “No Parking 2 to 6 a.m.” violation will remain the same as per ordinance in price structure and applicability. 
  • Residential (R) and Residential-1 (R-1) permits will remain valid for parking in their respective permit zones.
